Phil Kotiza is the Chief Administrative Officer for a Business Improvement District in Washington, DC., having 35 years of experience in accounting, auditing, finance, contract administration, and ethics/compliance specializing in U.S. Government contracts.  He has in-depth experience with the Federal Acquisition Regulations (FAR), and Cost Accounting Standards (CAS) and has been responsible for strategic and financial planning, acquisitions and divestitures, systems implementations, business process reengineering, fraud investigations, and U.S. Inspector General investigations.

Before serving as Chief Adminstrative Officer, Phil worked for Noblis, Kaiser Group International and Westinghouse.

Phil holds a B.A. and M.B.A from Southern Methodist University in Dallas, Texas.
